Our VOICE Network

As an employee-owned organisation, we believe that governance starts with conversations – with the people who know our services best. That’s why we empower our colleagues to influence decisions, shape improvements and help steer the future of Be Caring.


Our organisation is governed by a network of nominated colleagues, known as VOICE.

VOICE Representatives are elected from across all Be Caring services and branches. Their role? To listen, gather feedback, share concerns and take action. Whether it’s shaping new policies, suggesting improvements, or raising important issues, VOICE ensures every colleague has a platform – and is genuinely heard.


VOICE meets regularly with senior leaders and board members, ensuring that ideas from the frontline directly influence how Be Caring operates.

Our Board

Our Board brings together a wide range of experience across social care, clinical leadership, business development, HR and governance. Their role is to provide strategic guidance, support ethical decision-making, and ensure our values are upheld at every level.

Joan Lowery

VOICE Chair

Joan brings over eight years of experience at Be Caring and plays a vital role as Chair of VOICE, our colleague-led governance network. With a strong background in finance and a deep understanding of our organisational culture, Joan champions meaningful employee involvement at every level.

Lance Gardner

Chair of the Board

A nurse by background with over 40 years of experience, Lance champions person-centred, safe and effective care. As Chair, he provides strong, compassionate leadership rooted in understanding.

Sharon Lowrie

Chief Executive Officer

Sharon leads Be Caring with a bold vision: to transform social care through co-design, innovation and values-based practice. She’s been at the helm since 2018, supporting the shift from CASA to Be Caring.

Sam Booth

Director of Performance

Sam leads Be Caring’s data-informed approach, using performance insights to drive improvement and support colleagues to make confident, evidence-based decisions.

Laura Mwamba

Director of Business Development

Laura joined in 2018 and now leads on strategy, partnerships, and engagement. Her work helps us grow sustainably while staying true to our mission.

Georg Stratenwerth

Non-Executive Director

Georg has served on the Board since 2016, with a focus on finance and corporate governance. He brings deep experience from both the not-for-profit and commercial sectors.

Liz Vere

HR Consultant & Strategic Advisor

Director of Silver Consulting, Liz has worked with Be Caring since 2019, providing strategic HR guidance, leadership coaching, and supporting board development.

Darshana Dholakia

Non-Executive Director

With expertise in communications, PR and reaching underrepresented communities, Darshana joined the board in 2023, adding vital insight into inclusive engagement.

Dr Kate Hemingway

Non-Executive Director

Kate is a practising GP who brings clinical insight and supports Be Caring to strengthen governance and champion health equity across our services.
